The voices of the defense of a human right to water seem to be getting stronger, and many national governments are being openly punished for the lack of leadership, vision and responsibility. The World Water Forum held in March in Turkey, for example, more than 20 countries challenged the Ministerial Declaration does not define water as a human right and opting instead to describe water as a human need. On December 10, 1948, the General Assembly adopted and proclaimed the Universal Declaration of Human Rights. Its aim is to promote respect for these rights and freedoms and universal recognition and observance, both among the peoples of Member States and between the peoples of territories under their jurisdiction. It applies to all UN member states, which are now almost all countries. The Universal Declaration of Human Rights was not originally designed to be legally binding, but it became legally binding as customary law of the individual man. It lists the rights of human beings in the world, called Article 30.
